The Diversity Immigrant Visa Program (DV Program) in the U.S. is a lottery program issued by the government which offers a limited number of visas (50,000 yearly) for foreign citizens. Most of the people who win a lottery immigrant visa live in their countries of origin and they obtain it through the U.S. Consulate located in their home countries.
Diversity visa winners who legally reside in the U.S.
Some lottery winners who are selected annually through the diversity immigrant visa program in the U.S. already reside in the country with a nonimmigrant or another legal status. For them, the USCIS (United States Citizenship and Immigration Services) develops adjustment of their status applications.

Availability of the visa for U.S. residents
For the availability of the visa, applicants need to verify the last DOS Visa Bulletin of the last passing month. Section B entails a table which displays the current availability of the visa in the Diversity Immigrant section. The table displays when the Diversity Immigrant cut-off is fulfilled. When this happens, visas are obtainable in that month for the candidates with Diversity Immigrant lottery rank numbers under the stipulated cut-off numbers for their geographic zones.
Section C entails a table displaying the Diversity Immigrant class rank cut-offs for the next month, representing the advance notice of Diversity Immigrant availability of the visa.
